Our goal is to provide an environment where losing a gun fight or losing a chase doesn’t punish the player, but rewards all parties with a fun and engaging RP experience.

Engaging Ruleset

We aren’t here to micromanage your RP and have set out a clear ruleset that encourages roleplay over rule play. With that in mind we ask you to take every RP situation with an open mind and worry about rule breaks AFTER THE FACT.

The staff will adjudicate rule breaks and punishments  based on the actual damage caused by the rule break. This means if something leads to a positive RP experience for all parties, the staff team would see no reason to intervene. We are not here to police every move you make, we are here simply to encourage positive, fun experiences and to protect our players rights to have those experiences.

You should not feel like the staff is looking over your shoulder at every moment.

1. No racism, sexism or hateful prejudice – This is a community where we hope all players feel safe to play. Hateful conduct will not be accepted on this server.

2. Harassment – No harassing other players, sexual or otherwise. Anything that leads to repeat aggressive pressure or borders on intimidation on an OOC level is against the server rules. This does not pertain to characters engaging in legitimate RP avenues and cannot be used for players to skirt the consequences of their in character actions. If you feel you are being harassed, feel free to open a ticket to talk about it and we can help advise you on a path forward.

3. Roleplay first: You must be in character on the server at all times. Roleplay through the encounters in front of you. If there is a rule break report it AFTER the scenario has completed. (This does not pertain to major rule breaks like racism, sexual abuse or major harassment).

If you are offered roleplay you should reciprocate that roleplay. Even if you are trying to grind. This is an RP server first and a game server second.

If you are committing crime; at the beginning of an interaction if you’re offered RP by the cops – you must reciprocate and give them SOME roleplay back.

If you are in a situation where your character is threatened with violence or the victim of violence, this is an expected risk in GTA and you must RP through the situation.

4. No exploiting: If there is a mechanic that does not seem to be working as intended or that is over tuned (ex. emote spamming, abusable economic rewards), report this to staff and stop using the mechanic. Also do not undertake actions which would exploit a situation:

Combat logging,

Camping respawn points

Major crime mechanics (Any heists including store robberies) 30 minutes before or after regularly scheduled restarts.

Forcing cops to drop PD equipment despite game mechanics preventing them from being robbed.

5. Abusing Respawn Mechanics: You must not use the respawn mechanic unless you are unreachable by PD, medical or you are glitched. In addition if you are glitched and police have come to the scene – turn yourself in.

6. Green Zones: Repeated and/or low effort kidnapping, robbing or assaulting (with weapons) in and around government buildings is strictly prohibited.

Hospitals (parking and inside areas)
Apartments (parking and around area)
Businesses (parking and around area)

Example: A new player flys in and gets taken hostage as soon as they wake up

Example: Your friend gets captured for a chase and you decide on a whim to break them out of custody in a hospital or police lobby.

7. Camping Teleports: There are numerous mechanics that “teleport” you to another location (elevators, housing doors etc). Holding someone up or immediately attacking someone out of one of these exits is strictly prohibited. Allow any exiting party the ability for counterplay (to gain cover or re-enter/exit the building).

8. Value your life – Value your life and the lives of those your character would value (Police with innocents/hostages, your friends and acquaintances etc). This includes when a gun is placed at your back or when you are unarmed, you must surrender unless you are planning to RP out the full consequences of your actions for story reasons (Ex. Planning to permadeath or other very serious permanent consequences like government job firing or permanent negative character drawbacks like not being able to shoot or drive.).

9. No random death matching – No attacking or engaging in combat with another player without verbal RP interaction or being initiated into combat first, this includes with vehicles or drive-by’s. You must give sufficient RP and counter play before shooting.

10. No Metagaming – Metagaming is the act of using information your character has not gained in character. This could be information from streams, discord direct messages or other methods of OOC information consumption.

This includes indirectly using the information, just because you don’t openly say the meta’d information out loud does not mean you haven’t used it to take actions your character would not have otherwise to gain a favorable result.

11. No stream sniping – Support streamers by subscribing, promoting their streams and being a positive member of their community.

Do not under any circumstance use a stream to gain information about a streamer’s needs or location to join them on the server.

Do not watch streamers or engage in their stream chat while actively playing on the server.

12. No Power gaming – Power gaming is the complete removal of a players agency in a situation. You must leave a player with at least some options for counter play in a scenario.

An example of counter play is giving a kidnapped player options to remedy their situation before harming them where the RP makes sense.

Do not report people for giving you consequences for your actions – if you had numerous choices over days that lead you to being kidnapped to be shot, that isn’t powergaming. Your counterplay was in not making those mistakes.

Consent When it comes to any graphic content (Outside of obvious GTA violence and humor), there must be consent between all parties that can see, hear or witness the content. This includes:

Ex. Any form of extended torture RP or dismemberment RP.

Ex. Any reference to pregnancy complications including abortion or miscarriage RP.

13. Heist Limits – 5 players max to a heist or crime mechanic. Police are limited to 8 unless the encounter has lasted over 30 minutes and is violent.

14. Heist Coordination and Cooldown Limitations – Gangs, families, and organizations are not permitted to execute multiple heists simultaneously. This includes any attempt to divide law enforcement response by coordinating separate heists at the same time in order to duplicate loot. Engaging in this tactic is considered low-quality roleplay and will not be tolerated.

Additionally, all characters are subject to a personal cooldown period of 20 minutes between heists. This means that after completing a heist (e.g., store robbery, Vangelico’s, bank truck, Banco clothing store, banks, or any other major armed robbery requiring a hostage), you must lay low and avoid initiating another heist, even if you have changed clothes or disguised your identity. Failure to comply with these rules may result in disciplinary actions, as these guidelines are in place to promote realistic roleplay and maintain fair interactions with law enforcement.

15. Heist Breaching Restrictions – You are not permitted to interfere with or breach an ongoing heist if another group has already initiated the scene. This applies to all major heists, including store robberies, Vangelico’s, bank trucks, Binco clothing store, banks, and any other armed robbery requiring a hostage. If you encounter another group actively setting up the RP scene or already holding a hostage, you must leave the area immediately and refrain from interfering.

However, this rule does not permit groups to “reserve” a heist location by placing a member on standby while waiting for a cooldown to expire. Heists should begin promptly, and delaying the scene to wait out a cooldown will be considered low-quality roleplay and subject to disciplinary action.

16. Conflict Limits – To encourage a fun and engaging environment for all types of players, civilian and criminal conflicts are set to 5v5. HOWEVER, groups can agree to waive this conflict rule via the OOC chat.

Turf or Property: This is a small area or section (A small set of buildings or an interior) that you have sufficiently RPd with tags, RP, or government acknowledgement. This does not include large areas or regions. (You can’t claim all of Little Seoul for defenders rights, only a small portion.)

If you are attacked on your turf or property and you have more than 5 people on your turf or property, your gang/group may defend yourselves however you may not allow people who were not on your turf at the time of the attack to engage over the numbers limit.

You may not lead a conflict to your turf to circumvent numbers limits.

17. Copyright music – Do not endanger content creators by playing copyrighted music in public, make every effort to protect content creators as it could jeopardize their livelihood.

18. Off server conduct – We are not here to police your personal relationships, while we will obviously remove anyone who does not align with our goals to create a healthy, safe community, we are not interested in mediating personal disagreements between players. We do however exercise the right to remove anyone from the community for any off server conduct.

19. Adult server:  This server is 18+ that means that humor and conversation topics could be adult in nature at times.

20. Fail RP: Our goal is to maintain a high-quality RP experience for all players. If you openly distort the world for others with low RP quality or disrupt other players’ RP experience by being abnormally obnoxious and not taking the server seriously, we reserve the right to remove you from the server.

Please ensure that your character’s appearance aligns with the realistic and immersive standards we strive to uphold.

Any attire that is deemed low effort or disruptive to the immersive environment of the server, such as those worn to show an obvious association with the FiveM Arena game mode or other subcultures that are meant to make light of the server environment, will not be tolerated.

Combinations of Bowl Cut hair, surgical gloves, cat ears, and goggles typically associated with FiveM arena that are worn to obviously showcase this fact.

Cosplay and other bit outfits are tolerated. However, anyone whose whole identity is distorting the reality of others is not.

21. Staff Toxicity: You are always welcome to constructively criticize the server, but please do not cross the line of being toxic towards staff. We have review policies in place where reports against staff (even owners) are reviewed independently without that staff’s input, this also includes ban appeals.

22. Ban Appeals: Sometimes given the context of a report – we cannot always safely allow you to stay in the discord. With that in mind you are fully able to use the Ban Appeal function on the website to argue or dispute details of your ban. The staff acknowledge that they are not infallible and there are the possibilities of mistakes in the administration of a ban. Additionally, the staff member who handled the ban will not deal with the ban appeal.

23. Ocean Dumping: Dumping someone’s body in the ocean is allowed for story purposes, however this must not be used as an attempt to force permadeath or memory loss. If a player is ocean dumped they are allowed to direct police to the location of where they were originally downed to prevent abuse of evidence collection mechanics.

In addition, ocean dumping vehicles with no prior roleplay is against the rules and is considered fail RP.

24. No Vehicle Death Matching:  Do not purposefully use your vehicle as a weapon unless you have no other ability to escape but to strike another player with your vehicle (once, not multiple times) and if it is not valuing your life to do so. This does not apply to staged executions, just active or freshly initiated conflict.

25. Pocket Wiping: Taking the majority of items from a person when they’re down or through robbery mechanics with no RP reason is against the rules and may be considered griefing.

Taking someone’s gun or their valuable goods is okay. Taking someone’s water, food, guns and random miscellaneous items for no reason is not.

26. Endless Conflict: Every conflict has an expiry date, this is particularly true when it involves a group or gang towards another group/gang/individual. If you continually engage in a conflict that results in your character/friends/groups/gangs harm without attempting to end the conflict, this is considered NVL. In addition, if you continually harass/engage a group/gang/individual without giving them a reasonable option to end the conflict this will be considered griefing and against the rules.

27. Conflict Cooldown: If you continually engage in large mass shootouts with multiple casualties over a short period of time (within hours of one another) this will be considered fail RP.

28. Gang/Family/Organization Business Ownership Limit:

A gang, family, organization, racing crew, or heist crew is allowed to own multiple businesses collectively. This includes any characters on the same account (passport
ID), even if those characters belong to separate groups. As long as excessive monetization is not done and fair business opportunities across the
community are.
Failure to comply may result in the forfeiture of all businesses owned by the group and potential disciplinary actions against the involved parties.
Additionally, business owners are prohibited from exclusively hiring gang members. All businesses must provide fair employment opportunities to the wider community, ensuring inclusivity and equal access for all players.

29. Use of Hostages in Heists – Civilian players should never be used purely as a game mechanic for heists. Hostages must be treated as real characters in the RP scenario, not as tools for achieving a heist objective. To ensure quality roleplay and prevent abuse, gangs may use friends or fellow members as hostages under the following conditions:

29a. Blackout Rule – The heist crew must disguise themselves (blackout or mask up) so the hostage cannot identify them. In our city, the rule is: “If you can’t see my face, you don’t know it’s me.”

29b. Realistic Roleplay – Using friends or gang members as hostages must still involve genuine roleplay. It should not be done simply to bypass mechanics or force outcomes. Low-effort, scripted scenarios will be considered low-quality RP.
